Off-topic - On-topic Partition Shrinker

I think a link to some partition managers and/or partitionshrinkers could be handy. Besides this, does anyone now a free partitionshrinker?
I used to use this a long time ago before I switched to redhat.
ftp://tsx-11.mit.edu/pub/linux/dos_utils/fips15.zip
It includes source...I believe there are other partition utils in the same directory.
