16 Bit and Freedos

hey,
i am gonna make my os to be a clone of windows 98, but as freedos is 16 bit and i want my os to be completly 32 bit i was wonderin if der is another open source 32 bit dos clone i could use to create my windows clone or would it be better to use the 16 bit freedos?
