Try: http://www.reactos.com/

ReactOS aims to be a clone of Windows NT; it may give you a starting point. I've heard of a similar project to clone Windows 98 (called "Freedows 98" or something) but I couldn't find a working link to it.

see this: http://www.freeos.com/projdetails/6/

If i don't mistake, freedows develorpers has lefted the project for licenses reasons.

Any link in the freeos site about freedows is broken.

Windows Emulator
Correct me if i'm wrong, but I believe WINE is a recursive acronym for Wine Is *Not* an Emulator :-)
