I think you are missing the joke.

The author is poking fun at programmers who were unwilling to accept that programming in bytecode was no longer useful or relevant in most situations. The overhead of using an assembler, HLL, or operating system rapidly diminished as hardware became faster, until the increased ease of development outweighed the decreased code performance.

The Jargon File is a humorous publication. You should not take it seriously.
