Yaiks, there's many possibilities
1) IDE/Power-cable is loose -> Open your computer and check both ends of both cables that they are properly connected. This happened when I installed my burning CD-station.
2) Master/slave/(Don't remember this one's name) are not correct. E.g. This might occur if you have installed xtra stuff (new hd or something like that) and forgot set Master/slave/3 option-settings right.
3) BIOS-settings are not set properly. -> Check from BIOS that your computer recognises your CD-station, if not, set it.
4) If non of those ideas didn't help it's possible that your CD-station is just broken. Yeah it's shitty thing I know (nuuh, my DVD-station!!)
Best thing would be that if you've bought that and there's guarantee remaining you would take it for free repair
