It is written in book "The C Programming Language ANSI C of Brian W. Kernighan and Dennis M. Ritchie, Second Edition, Introduction:

"For most programmers, the most important change is a new syntax for declaring and defining functions. A function declaration can now include a description of the arguments of the function; the definition syntax changes to match. This extra information makes it much easier for compilers to detect errors caused by mismatched arguments; in our experience, it is a very useful addition to the language".

There are multiple projects which have the acronym AGI, what specifically are you referring to? Are they referring to the warning generated by the compiler when a function call implicitly casts a variable?
The book you refer to is 30 years old, so it is unlikely that anything described in it as a work in progress is still under development.

I am referring to the AGI system that DavidCooper is trying to create.
