good information on creating a filesystem?

I'd recommend against creating your own FS. Just
use someone elses. There's lots of info at
http://www.nondot.org/sabre/os/S3FileSystems/
But you probably need to implement Fat and the best
doc that I've found is available at
http://209.67.75.168/download/fatgen103.pdf
