Translating rights is not an issue.
However, what is the need for a translation? The wiki is no replacement for all the official documents you will need, and you are not allowed to translate those. If people have such a deficiency in English to require documents in their native language, they will still fail even if you provide a translation (they will only fail later, and worse, they will fail harder).
You'll be benefiting more people by teaching them English instead.
